On August 10, 2023, Mr. Wei Chunhui, Secretary of the Party Committee, chairman and general manager of Hubei Mobile Company, visited China Bester, and Chairman Mr. Li Liubing, and leaders of relevant departments participated in the reception. Chairman Mr. Li introduced the company's business, development history and new business development to Mr. Wei and his party in detail, showed photoelectric products, lithium batteries and energy storage products, and introduced the construction of the computing center, the development of computing capacity and the development of customers in detail. The two sides had in-depth exchanges and discussions on strengthening the cooperation of developing computing customers and carrying out computing capacity construction and services. Both parties have formed the framework principles and requirements for implementation plan .

I Forge a stronger strategic partnership

China Bester is the core service provider of Hubei Mobile. Over the past 20 years, China Bester has been a long-term and stable important service provider of Hubei Mobile from wireless network 2G to 5G network construction, core network to transmission network and home and customer network construction and maintenance, ranking the top two in terms of business volume and contract value of Hubei Mobile each year. China Bester always takes the lead and undertakes the most important tasks, and has made immortal contributions to the development of Hubei Mobile and Hubei Telecom, including large-scale and key projects of Hubei Mobile, primary and secondary trunk lines and emergency services of China Mobile, and communication network service support for important activities between Hubei and Wuhan, such as the construction of Leishenshan and Huoshenshan hospitals during the epidemic, and the construction and service guarantee of important medical and governmental command and emergency communication system. 

Hubei is the base of China Bester, and Hubei Mobile is the core base customer of China Bester, both of which are the strongest supporters of China Bester in development and has given great help to China Bester in development from Hubei to the whole country and going abroad. Previous and current leading groups of Hubei Mobile and government have given great support and assistance to the development of China Bester. Almost all of the projects with the highest technical difficulty and the most difficult implementation in network construction are entrusted to China Bester. The application and promotion of new technologies, new technology solutions and new business cooperation models are also promoted to the whole country after China Bester’s conducting pilot projects in Hubei Mobile. Hubei Mobile has given the greatest trust and support in all aspects of the development history of China Bester. 

The two parties are solid strategic partners, further enhancing the business volume and service level, prioritizing the use of each other's products and services, and extending to subsidiaries, branches and cadres at all levels.

II Actively expand ICT business and upgrade cooperation

In recent years, China Mobile has focused on the development of data and ICT business, and Hubei Mobile has actively developed government and enterprise customers under the new leading group with on increasing the revenue and proportion of new business. China Bester has made every effort to organize professional teams, implement informatization programs in various industries, increase front-end customer exchanges and promotion. In the past year, the mobile ICT cooperation projects delivered by China Bester reached 150 million yuan,especially the key project of Hubei Mobile "Digital Jingzhou" project task.The engineers of the eighth Division of China Bester has been based in Jingzhou for a long time, providing the best and most advanced solutions for Jingzhou Mobile, and playing a demonstration effect for the development of Jingzhou Mobile ICT business.

In order to rapidly increase the proportion of ICT market business, Hubei Mobile has set up a special government and enterprise client department at the provincial and municipal levels, a special marketing team, constantly optimize ecological cooperation policies, and comprehensively upgrade cloud network information products based on customer needs and industry development, which has become an important drive to promote the development of digital economy in Hubei.

Both parties stated unequivocally that they will strengthen in-depth cooperation in ICT business. China Bester’s will increase the team size and funds in each city. Hubei Mobile’s branches in each city use their own network resources and customer channels to jointly expand the government and enterprise project market. The annual scale of cooperation projects will exceed 300 million yuan.

III Strive to create a new situation of computing services

At the beginning of this year, China Bester determined the development of AI large model business, the intelligent computing power service as the focus of new infrastructure business development. Chairman Li is leading the company's computing power construction and computing capacity improvement in person, has deployed two computing centers in Hefei and the Yangtze River Delta. The first phase investment of Hefei Computing Center is about 1 billion yuan. The civil work and supporting facilities of the project have been completed, and the supporting equipment of the computer room has started. The first phase of the project will achieve a computing power of 3000P, and it is planned to have the service capability in the fourth quarter, and the maximum computing power can be provided after the overall completion of 9000P. China Bester plans to invest 200 million yuan in the Yangtze River Delta computing center to provide 800-1000P computing power. At present, the location of the computer room has been initially determined, and an investment agreement is being negotiated with the local government. The A800 GPU cards and servers purchased by the company in the early stage have been in place, and the purchase orders for the H800 servers have been issued gradually, and the goods will arrive in September and October. Prototypes have been provided to some customers for testing.

In terms of data center layout, Hubei Mobile has formed three provincial-level node centers of Wuhan Future City, Wuhan Chuping Road, and Xiangyang Cloud Computing, and more than a dozen prefecture-level data centers. Multiple 100G backbone transmission ring networks have been built and  400G backbone transmission network are under construction, 5G network has achieved full coverage in Hubei. Cloud network data services have been provided to governments at all levels and leading Internet companies. Especially in 2023, General Manager Mr. Wei of Hubei Mobile will attach great importance to the development of AI, concentrate the whole company's strength to build the central AI customer base, and help China Mobile create a "world-class information service technology innovation company", with 5G, computing network, and smart middle platform as the core The key new information infrastructure and the innovative construction of a new information service system of "connection + computing power + capability" have been fully implemented in Hubei。

The two parties agreed to in-depth cooperation in the computing business and jointly provide computing services to AI enterprises; Hubei Mobile will invest in upgrading and transforming the original data centers in various regions to meet the environmental requirements of the smart computing computing power platform; Hubei Mobile actively expanded and consolidated computing power customers. China Bester will invest in computing power servers and set up a technical service team to provide training services for customers. Both parties strive to achieve 500P computing service capabilities in the fourth quarter; at the same time, China Bester will invest in a training team to carry out professional model training, and Hubei Mobile will provide network data and site drawings to jointly build a professional model suitable for industry characteristics. The two parties strive to give priority to providing the professional model of project construction management in Hubei, which is the first to be used by customers in the industry, and at the same time recommend China Mobile for nationwide application.

The two parties also reached a consensus on photovoltaic and energy storage projects to achieve energy conservation, emission reduction, and low-carbon operation cooperation models. Hubei Mobile will give priority to the use of China Bester's lithium batteries and energy storage systems.

The Exchange of views involved Hubei Mobile’s Cloud Network Company, Government-Enterprise Customer Department and Technical Planning Department, and China Bester’s Cloud Network Company, System Integration Department and Technical Support Center participated. The two parties will form a cooperation agreement text based on the consensus reached, and specify the division of responsibilities and follow-up work arrangements, all of which will be implemented and promoted this month.
